PHP/SQL CSS Integration

Have a PHP/SQL Directory site that I would like a new template and css integrated into it. Will buy template with full .psd code Also, need to modify a few of the php queries, forms, and links? in the application. Developer must be fluent in: PHP SQL CSS PHOTOSHOP HTML Est 20-25 hours worth of work but if you are really good it will be much less. Application is a simple directory site and is functioning Awarding this project in 6 hours or less.
