Quiz generator for windows or a web version of the tool

Hi, I am looking for someone to build a quiz generator for windows or a simple quiz generator using php/mysql. The goal is to build an application that can take question and responses with explanation and generate a formated txt file, html files or a zip file (with html and images if present) You can look for the sample display at <[login to view URL]> . The tool can not build the quizzer itself. It is just a part of the equation. It only build formated files that can be used with another tool. I'm very interested by the web version. And this version will handle authentification, paid membership with paypal. I will give the developper a document that explain the vision of the application (what i really want to see and to obtaint). The choosen developper will maintain the application from time to time.
