Twitter - Auto Direct Message (DM) From Multiple Accounts

PLEASE READ IN FULL BEFORE YOU BID!!!!! I need a talented PHP and software developer that can develop an application that is able to read or pull a specific tweet from a certain user and upon reading this tweet, determine if it contains certain keywords, then send an automated Direct Message to that specific user using a user input template. Specifically, I would like this software to: 1) Monitor multiple twitter accounts (user inputted) for a specific tweet (i.e. "#RSVP is now open for Special Product 1, #specifichashtag") within a given time period (i.e. pull or read tweets from the account every 3 seconds or 5 seconds etc) 2) Once the specific tweet is read and is determined as a valid tweet containing specific keywords, the program must rapidly and automatically send Direct Messages (DM's) from multiple twitter accounts (1-20) to the target twitter account while mentioning the #specifichashtag given in the initial tweet. 3) The Direct Messages must be in a specific user inputted template!! The DM's must include: a. First Name of user template 1 b. Last Name of user template 1 c. Shoe Size of user template 1 d. #specifichashtag as given in the initial tweet I am looking to be able to input into the app a list of friends' names (1-10 names) and shoe sizes and once the target twitter account post's an RSVP tweet, the software will immediately send DM's, each from a different twitter account, in the specific format, with the given hashtag. The speed of the program is essential, I want to be able to send Direct Messages within milliseconds from when the tweet is posted by the target twitter account.
