ACL Project

I need someone to Add an ACL function to my application. I have basic authentication, but I need something like client, contractor, admin. I would prefer these levels be taken from my SQL Server 2008 R2 database. The web application contains about 10 home screens and about 30 reports. I would like to restrict access to these screens and reports based on login. The project was written using PHP language and Dream Weaver CS5.5. We already have form connections to SQL Server. The application is already live and working. We currently use Windows form Authentication to restrict access, but we need ACL to complete the project.
