We are needing to create an in-house system for our own staff to use, where they can create articles (based on what we have requested) to operate very similar to the way [login to view URL] works. This application will not be an "open to the public" type system. Its purely for in house use. Please look at [login to view URL] - to see how it works. Its a place for article writers and publishers to connect for content requests. We basically need a system that does the same thing as [login to view URL], but we need to exend the system in the backend, to be used to allocate created content in different systems. Basically we are needing a workflow system. We would like to invite a freelancer to help us to create a detailed program specification (you will be paid for this specification) - that is what this project is about. This program specification will be used in to create the actual project. We do not want to create the project without 100% of the requirements being documented. If you are an exception programmer and can assist us with this application design, interface design and database design, we want to hear from you. We look forward to hearing back from you with your bids. When you bid, please attach a previous example of 1 application project specification (statement of work) that you have worked on. Be sure to remove all details that would compromise any copyright details. Do not bid on this project if you cannot provide an example of proof that you can do as we require. If you bid without placing an example in the PMB, your bid will be ignored. This project will obviously require you to have clear English communication skills and be able to communicate the business requirements into the technique specifications (covering all business requirements). We have allocated a custom budget, but given this is not a coding job, its a writing job that needs exceptions coding knowledge, we expect you to bid accordingly.
