Link portal website - similar to www.i-am-bored.com

Hi to all web developers I need a website very similar to [login to view URL] (different niche though) whereby I publish links everyday submitted by users. There should be a registration for users with profile settings and a proper page to submit their links. You can say that I want a clone of it with some changes. I would like ajax rating, comments, hit counter of each link and date added. The links should be be published under various categories which I can freely edit. I should be able to place ads freely as the top banner, sidebar and between links. The right column should allow for a friend link exchange list, email subscription and automated top links of the month. The general interface should be very similar to the i-am-bored website. I would think drupal will be a good CMS to work with to achieve it but if you think otherwise let me know. I also want tags for each link. I would need you to do the website design as well as the logo. Clean web graphics like [login to view URL] with a nice green color scheme and light background will do. The logo to be simple and classy. Little icons like those in i-am-bored will be needed. I'll let you know the full details of the niche and categories when you get the job. Simple SEO will also be needed. I would expect this job to be pretty easy given that its about tweaking drupal, adding little features to it and themeing it. I don't expect to spend more than $150 on this project. You can work directly on my server through ftp. I'll work along with you as much as I can so we can work out the little details as we go along. With a low budget and simple project, it will be easiest that full payment will be made only after the project is completed.
