Online Notice Board for Public Posting/Viewing 'E-Noticeboard'

Hi , I am a Malaysian Entrepreneur with lots of creative ideas to be implemented, and this is just a start to this wonderful journey of leveraging technolgy , WWW' and simplifying people's daily life.... All of us are fond of noticeboards in schools,office,cafe's,etc and posting and reading from these board is a already part of our life, but these has been just available location wise, those far away would not be able to read whats posted physically on a noticeboard on the other end of city/state. Therefore, i want a website similar to a notice board view (as per attached) where anyone can login and post anything they want (on the fly)to advertise and the same time,people can also access website to read whts advertised today. But these postings need to be reviewed and approved by the administrator. initially this website would be to cover Malaysia first. Domain that i have checked and confirmed available is E-Noticeboard.com.my. * Website should be attractive and user friendly,anyone regardless of ages should be able to access and post/read notices * Posting of notice, should be very simple and straight forward, so that it can be done easily from any device, even phones. * Only simple text posting on the noticeboard is allowed ,such as intended message, who to contact for details
