Web Development for Beelance ( a reverse auction site and forum) - open to bidding

I am in the process of making a revolutionary new website called beelance. It will be similar in terms of many functions to freelancer.com. but the core idea is different. It is going to be a website that even offline freelancers/workers can use to organize their work, schedule it and bill clients while also allowing them to search for projects and contests and participate in them just like freelancer.com. Also additionally I need a forum done, and a lot more features, we can discuss this if you are interested. I have many files and stuff ready.
