Wordpress Plugin Development Needed?

I have an electronic file forwarding business. I’m in the middle of changing my website but I need some specialized help to make it fully automated. I need someone to build a plugin (?) that allows customers to do the following: • Become a member • Upload files and type a message that will be delivered with the file. • Set delivery date and time the file will be forwarded. • Select who receives the file (It can be more than one person) Site manager will be able to set maximum number of recipients. • Allow customer to input receiving email address and or phone number for text message. • Allow customer to login and adjust delivery date, time, or cancel delivery of order before deadline. • Send and or text a reminder/confirmation notice prior to forwarding the file to customer and or Persons Receiving file. (Your order is set to be delivered tomorrow at 3:00 PM Central Time Zone. / Your message has been cancelled at the customers’ request.) • Process delivery orders automatically when the date and time arrives • Notify the customer once the delivery is sent. (Email and or text) • Allow site manager to customize email message and adds company logo to emails. (Confirmation message, cancellation message, etc.) • Allows customer to enter special instructions or requests. • Site manager can set the maximum files/messages pending. (Example: Maximum of 3 files/messages pending at any given time… per account) • Customer must be able to select other options from radio or drop down buttons. (Example: Also post my resume on website and to social media… Twitter, Facebook, etc.) • Some services will have a charge associated. (Paypal) • Customer can see their pending, deleted, and processed messages when logged in. • Allows customer to send file anonymously if they are logged in when file is uploaded. • Allows guest to upload but files would need to be approved by site admin before being processed. • Site admin will be able to adjust dates, cancel, or modify messages or prohibited files or memberships.
