Add Layer of Markers from Fusion Tables to Google Mapping App

`I have a proprty-viewing app, where I upload Property ID numbers, and a service that I subscribe to, adds a layer to the map showing the parcel lines for the parcel and those surrounding it (up to a certain zoom level).
The app allows you to flip through all the uploaded properties quickly to look at them.
I would like to add a second layer to this map, consisting of markers that represent "Sold" proprties. The data for the Sold properties would be in Google Fusion Tables, and this table would contain all of the Sold data we have for the US. This could end up reaching 100,000 - 250,000 markers.
So we would like any Sold Markers that fall in the current view of the viewer, to appear, drawing from the data in the Fusion table, and be clickable
All rows in the Fusion tables file would have lat/long, sale price, sale date, and acreage.
So basically want to combine the functionality of these two tools (exising parcel layer adder/viewer, and Fusion maps markers with Sold Data).

You can see a map with markers that function the way desired here, coming from a Fusion Table containing lat, long, sale price, sale date, acreage:

So want to be able to upload more sold data anywhere in the country, and have any of those markers falling in the current view, to appear in the viewer. The layer can cut out at a certain zoom level, so that 300,000 markers aren't being loaded if the person zooms out to nationwide level, 20 mile radius should be more than enough and they could cut out if map is zoomed out futher than this.
Finally, would like to go to Google API v3 instead of Bing maps while we're at it.
Existing code that should help:

2. Also attached is the page code for the viewer that I gave you demo access to, I believe most code line 62-264 is viewer-related code, while 266-319 is really the heart of the mapping and parcel layer code, and where I'm assuming this second layer of markers should be inserted somehow.
Made this video too attempting to illustrate the desired final product...but hopefully you get what I'm trying to do already.

I have about a $500 budget for this because it seems to be merel7 adding a layer using a model that already exists, to an app that already exists, using the API code
If you feel the above is an oversimplification of what needs to be done, please give an overview of what changes will have to be made to justify a higher bid and make your bid for whatever your best price for the work would be.

my name is Darko Jaramaz and I have over 6 years experience with Google Maps and around 3 years experience with Google Maps.
I think that Google Maps API V3 that use Fusion Table as storage is good solution if you have 100,000 - 250,000 markers, also radius function is not a problem.
Please look reviews of Google Maps and also Fusion table projects that I've done before inside my Freelancer.com profile.
