Build me Web based tracking system for a property management company

A property management company is responsible for about 6000 buildings, each with its own building manager. For each of these buildings the company maintains a paper file, containing correspondence. Requests for approval of building work, is received each day by the company from its building managers. This request may need to be handled by all of the company’s departments or by a subset of its departments. Only one department can work on the request at any one time. Currently a single log of the date of arrival of a request, the list of departments that need to work with on that request is maintained by one person. Whilst working on a request the relevant building file is often removed from the filing system for use by a department. There is no mechanism for informing each department how many requests there are in the pipe-line, they simply appear when another department has finished with them. This can result in back-logs and uneven work flow. Design a web-based system which is accessible by each department of the company which will enable each department to see the status and location of active requests together with the location of the associated paper file. Design suitable mechanisms for updating the location of a request as it moves from one department to another. Information about completed requests should be archived. I will be meeting my project supervisor every Monday So I will need update every Sunday. This project need to be completed by the end of April.
