Develop an Application and Website/App Portal for it

We are in need of development of an entire system, including backend programming, website and Android/Mac apps for social sourcing. The system is somewhat similar in form and function as other social sourcing apps like Uber, Lyft, Thumbtack, Takl, Freelancer and so on, but for something related to the healthcare field. There needs to be a provider side in which applicants can sign up, supply requested information such as id, driver's license, work experience, insurance info and so on. Once they are vetted by us, they would be 'available.' On the consumer side, the customer would be able to select what is needed and when. The system needs to be able to either match or allow a select number of approved vendors to 'apply', stop additional applicants once one is chosen, show both sides the calendar, have a method of vendor and client contact that is masked and so on. The system also needs to be able to take credit card or paypal payments. We need a ranking system from verified users ranking both clients and vendors. This is an in-person hire, so it needs to be able to work in selectable geographic locations, like uber, where only jobs in a certain radius are shown, and only vendors in a certain radius are shown. We are looking for a single person or at least contact point (if you represent several developers) to accomplish this whole process. That person must understand how to communicate in English very effectively, as well as understand and know how to program and create all of these components. This would be all the steps necessary to create a complete working prototype that will be used for a test market and to obtain vc funding. Thank you!
