own black list (like spamcop) script

I need own black list (like spamcop) script whole job have 6 points: 1. read all spam lists marked as FREE from here: [login to view URL] 2. Manually report spam: same like here [login to view URL] man can insert manually domain or IP and as optional he can copy spam header of email 3. Blocking list: same like here [login to view URL] if man put IP and/or domain name he see is he blocked 4. This is our detail differently than spamcop: if he is blocked he must call our phone number and hear daily password and insert that password to unblock IP or domain (if he insert right password he is unblocked automatically) 5. Control panel where I can add (or remove) manually blocked IPs and domains too and (special 500 chars messages near some IPs or domains; if i wish it I search some IPa nd domain in search box and when it is showed I add note); I must add actual unblock passwords (can be more passwords, but any unblock) here too. 6. MOST IMPORTANT: Block IPs and domains who send spam somehow with this script you create! In short main point of job is: we must NOT create own black lists! main point is that we use lists from here: [login to view URL] but that on such way created list (by reading other lists [login to view URL]) we BLOCK spam and that man must unblock on our site! budget $200
