Programming high end website, only programming, zero designing.

Hello professionals, We are looking for a person (or team) to program our website idea. We already have the design of the website done and ready, we only need the coding to be done. We are not familiar with programming languages, so we depend on your expertise. Let us know in your reaction what kind of programming language you going to code the website. It should be quality coding and easy editable for other programmers, in case we let other programmers edit or add things in the future. This is the idea: We want a platform that allows 2 different party's to cooperate with each other without getting in contact with each other. Our platform is the middle man. This is what we want: 1. There must be a login and registration. 2. There must be 2 different registration pages. 1 for regular people and 1 for companies. 3. The registration for regular people ; for the registration must have manual and a registration with Facebook button; for the manual registration form, the person must type full name, username, email address, password and select country. 4. The registration for companies can only be done manually; the registration form needs: company name, country, email address, full name of contact, website URL. 5. A admin page that can only be accessed by us, the owners. On this page we need to see all kinds of data and also have the option to add things to the website. Also we need to see all projects before launched and accept them, and be able to mark projects as finished manually. 6. When a company logs in, he can start a project. This project has different options he can add, and every option can have different variables. we will give more details later. this options with variables must can be added and changed by us in the admin panel. -> on the left side must be some links in a menu. like: -> Account (to check his account details and edit or add info). -> Active projects (projects that are launched and still in progress) -> Finished projects ( on this page all the finished projects are displayed, and we must be able to manually delete this data) -> Start project (on this page a company can create projects) 7. When a regular person logs in, it can see a market place where all kinds of projects are displayed. The person can click accept on a project and receive a reward on his account, after we checked if the project was completed. So in the admin panel we need to see when a person clicked "accept" and "done", so we can check it and mark it as "completed" and the assigned award must be added to the persons account automatically. -> on the left side must be some links in a menu. like: -> Account (to check his account details and edit or add info). -> His balance must be displayed on the left side. -> Active projects (projects that are accepted but not finished yet, or not marked as finished by us) -> Marketplace (on this page, all the available projects must be displayed) -> Finished projects ( on this page all the finished projects are displayed, and we must be able to manually delete this data) 8. On the homepage must be displayed: -> login and registration button -> number of registered regular people -> a link with "Blog" (on this page are displayed small articles that we wrote, we must be able to add this articles by ourselves in the admin panel.) 9. We also want a live chat option for our company users. We are not sure what this is going to cost, please advice us about the possibilities in your reaction.
