URGENT WordPress Theme.

I've had to cancel 2 recent freelancer.com projects: 1st after the freelancer stated that he has had some problems" and "recommend to start this project from scratch". 2nd after freelancer kept asking for psd's, even though I have a design on the current site. 1. I URGENTLY NEED THIS PROJECT COMPLETED, THIS WEEK!!! a. Do not bid if you have another job! b. You must be able to start today. 2. I WANT A NEW THEME CREATED. 3. I WANT THE NEW THEME TO BE RESPONSIVE. 4. *** I DO NOT WANT A PAGE BUILDER USED *** 5. I WANT A SPECIFIC START DATE, IN YOUR PROPOSAL. 6. I WANT A SPECIFIC END DATE, IN YOUR PROPOSAL. 7. I WANT FREQUENT AND CLEAR COMMUNICATION IN ENGLISH. Your proposals MUST specifically respond to each of the above points. If you do not reply with specific answers to the above, your bid will be ignored / hidden. I was trying to deliver a new site for my client and (unfortunately) decided to use an off the shelf WordPress theme called Eco Recycling that I bought via themeforest: [login to view URL] I initially liked the overall layout and style and thought the changes I wanted to make would be straightforward, but they're not (for me). The first thing I found after buying the theme is that it uses its own 'page builder' which I find very awkward & slow to use. I've managed to understand it, but I don't find it at all intuitive. I prefer things to be MUCH simpler and would therefore like a NEW WordPress theme created, that will allow me (& ultimately my client) to manage the content via WordPress's native admin tools (i.e. posts and pages). My client is happy with what I've show him so far, but there is no way on earth that HE will be able to use the page builder, as I've only just persuaded him to use WordPress and the whole point of this endeavour is so that my client can update his own content by himself in the future. He's fine with the layout and style of the home page (but we'll be slightly updating the content soon) and want the same images and associated effects (like parallax scrolling on the top image) to remain. Since the site is not expected to be that complex, the other pages will use the same layout for each page i.e. same header that resizes down to the smaller menu when scrolled down, centred articles / content (posts and pages) to be placed over a fixed background image that covers the viewport and the content scrolls over the top of. I also want the content to be placed within its own rounded corner box. The only plugins I want used are: • Revslider • Full background Manager [login to view URL] VERY IMPORTANTLY: I explicitly do not want to use any type of page builder! I also want the overall site to be responsive, so that it will display correctly on any device screen size/orientation. ALL other themes MUST be removed - unless you decided to make it a child theme of Twenty Seventeen, in which case ALL I want to see is the WordPress Twenty Seventeen theme and the new child theme. The new theme must be responsive. I also want the database cleaned so that you effectively start from scratch. Finally, having used freelancer.com for many years, it is absolutely essential that you provide frequent and clear communication in English. 50% milestone payment upon acceptance of the winning bid. Final 50% to be paid upon successful handover and demonstration of the completed project.
