VBulletin Paid To Read Modification

I need someone to create an addon for my VBulletin script. [login to view URL] [login to view URL] I want to add a mailer function that send out paid to read emails within time, which mean it doesn't send out emails to all in a click but rather put it in a queue like a Cash Crusader script. [login to view URL] From the admin panel of VBulletin, I also would like to be able to edit the amount of money I pay members to read an email. Process: I send out emails, members read the emails and click on a link in that e-mail. Members account get credited automatically. I also need you to create a cash balance for every members that I can manage from the admin panel. Everytime someone click on a link in the e-mail, he/she will be directed to the advertiser page and then there will be a timer, the user needs to view the site for an amount of time before he/she gets creditted. Another feature is, I want to be able to set up a sign-up bonus. User/members will automatically have $10 or whatever amount I set once they opt-in to our paid to read service from their UserCP. Members can also opt-out from the UserCP if they wish and lose all earnings. That's all. I also need to communicate with you thru IM service.
