replace document checkout and check in with a file manager system(repost)

Attached is a CD/DVD that contains a range of forms and a programme to make them easy to access. The forms are for HR and legal forms, and the idea is that anyone who buys the CD or DVD gets the latest version of these forms. The problem is that customers do not always get the latest forms and legal documents when they order because the online system that puts them online to be bought and then made into CDs and DVDs checks the documents out while they are worked on. We need the system to allow the CDs and DVDs to be created once the forms are reloaded to the area. ## Deliverables See attached
