Software to inject ads to wifi hotspot

HI, I need a software which run on linux system which plays as a central ads server. User can create account on my server so that my server can communicate with their wifi hotspot to inject ads and display with on divices which connects through this hotspot. Admin can create ads, manage user's accounts, create payout level for users Users can choose category of ads which they want to display. This way user will get pay for each ad appears on devices connected through their hotspot or they can create their own ads (this way we will charge a small fee) I will only award project to prospects who can advice a solutions and requirements needed to complete this project. Please do not introduce yourself about past project which don't relate to my project. Thanks,
