need a scroller with news

we need a rss feed scroller to show up on our website home page. it would have only text, with different articles and some short description of each article. it would have some anchor keywords with links. the users can either click on article titles to view the article or the anchor keywords in the scroller, to visit the page. we need a convinient way to add/change what would be displayed in this scroller. we also need this to be seo friendly, as that is the main purpose, and we dont want to install some very heavy files, so we need a light weight solution to this our site is made in PHP, MYSQL for questions let me know thanks
