Communications website and app design

I wish to find and hire an expert website/app designer or small team of expert designers (including a graphic design expert). The web designer must have at least 5 years experience and have a good track record designing complicated websites/apps with great graphics.

The job is to:-

1. Understand exactly what I want to achieve. Therefore must be able to communicate well in English.

2. Design the functionality layout of the website/app.

3. Design the graphics, icons, etc to give it a great look and feel.

The deliverable is the design part completed and ready to hand to programmers and software engineers to build.

After this job I then need:-

4. Programmers/engineers to build the website.

5. Help to launch the website/app. Go live.

6. Ongoing maintenance and technical support.

Details of the job:

1. It is a communications and social networking website/app to run on computer, Android and iPhone. It is basically a "Viber" base with other communication methods added to it.

2. Proposed to use Apache and MySQL

3. First part is messaging and phone function like Viber. Maybe Viber can be cloned legally. I want a similar registration and functionality as VIber as a base.

4. Then add an email server function.

5. Then add other communication methods that will include:-

5.1 Wiki software or functionality. Multiple users collaborate.

5.2 Accurate database lists of countries, cities, postcodes and populations,

5.3 Petitions.

5.4 Pledges.

5.5 Voting.

5.6 Secure payment system.

5.7 Events management component

5.7 A project management component.

5.8 Public forums,

5.10 etc

I have a design brief ready to send to the right person after signing an NDA.

I think I need to be physically present during the design stage.

I am pretty keen to start this project as soon as possible. Failure is not an option so I only want to hire experts in this area with good experience and track record of success.
