Quality PSD->HTML needed

I need a PSD->HTML/CSS/JS conversion for this page: [login to view URL] For the page I want to have a 2 layer feeling just like this website: [login to view URL] -The top header should stay on top as we scroll down the page -The bottom half of the page has a few bars that's floating on top like an extra layer to get the 3D feeling. This needs to be done with quality to get the similar feel as [login to view URL] has I will hire in the next 60 minutes and deposit the milestone. This must be done in the next 10 hours. If you are good, I have another 6 pages for you after. But if you tell me you are sick/internet down/family emergency or any excuses after 10 hours, then I will have to file a dispute and hire someone else.
