Update Wordpress design, Make site faster, Make Mobile Friendly and add a Wordpress User function

I need an updated Wordpress design that is mobile friendly, user friendly, ad friendly, faster. I also need the site switch over to https. One problem is that the site is hosted on Yahoo so there is no htaccess. The whole idea is with SEO in mind and users generating content. With the design and need to added these functions. Users will be able to create an account and submit pictures with the following information… Select the category type with the connected page (required) (Dropdown and type then prepopulate Official Name of feature (will be given) (Required) Location of Picture: Country, State, City (Dropdown) (required) Location coordinates (optional) Text Box to have people tell us about facts about this picture in this category with at least 200 characters. (Required). Any sources they used for facts. (Optional) A check box to make sure that the image and text is not in copywrite and once submitted our website owns these pictures. After users submit picture it will be held in que until approval by admin. When approved, a new page will be created with the category and location and name of feature for SEO reasons. Other users can later edit information and add more pictures to this submitted page. Admin will then be able to edit or approve. All new pictures can then be searched by location or, gps location or type or by keywords. We would also appreciate any of your ideas to make our ideas better.
