scope work

I need someone to write me a scope of work, or department plan. what Im looking for is identify company startegy. we are moveing an email service from one company to another, we need to figure out what is the service level they are offering, timeing, and what kind of offer we will get for 50 users that will be useing exchange Email account, and 50 users using POP email account.
