To whom this may concern, I could easily build this Windows Forms project for you. Windows Forms was the first programming skill I learned in terms of GUI. I have used Win Forms for a long time and understand all their aspects such as data binding and layouts. I have knowledge of the Twitter API as well and have used it before in a movie database I once built with C#. I would first start by creating the layout to this, then coding in functionality to include queries and anything else you should require.
