Page Coded in CSS and Jquery - repost

I need the .psd file I attached and coded using pure CSS. There is a banner in the design that needs to be created using Jquery. The banner has to scroll to the left and allow me to easily drop PHP into it. I will need it done within 24 hours of being selected as the winner. Do NOT bid unless you can do it within 24 hours. I can pay $25 to have it completed. Please look over it and make sure that you can code it before bidding. Any bids more than $25 will be ignored. There are instructions on the design. We have a lot of work that needs to be done, so if you do a good job there is a chance you will be hired on for future projects.
