Develop an new intergrated app from scratch

I need someone to develop a fully integrated application that can be used on any application based piece of technology. The successful applicant must have strong English communication skills, preferably be based in Sydney Australia and have extensive technical knowledge of application development. Previous experience in app development would be preferred.
