Paper Telephone Directory Converted Using OCR Possibly Into An Excel Database

We would like to convert the traditional paper bound telephone directory into a workable database/marketing tool. I believe that someone could scan each page and use OCR, then SQL or something similar to create the database in excel. The only reason we would prefer to use OCR rather than data entry is to minimise errors. All entries would need to have the blanks removed and all fields put in a row per entry with columns. We have 46,500 homes/premises on the island, some of multi occupancy, and the quote should be to provide the finished database within 10 working days maximum. Further information is available and a scan of a page is attached. This is to include all entries, residential, business and mobiles. This is a confidential project and as such freelancers will have to sign a non-disclosure document, and ownership of the database will be ours. Quotes within the next 24hours of posting please.
