fashion style consultant app for iphone 4

I am looking for a programmer who is able to program a app for iPhone 4. This app should be like a virtual "fashion style consultant" which tells the user if the tie is fitting to the shirt and jacket he is wearing or not. The aim is to increase our product sales with this usefull but free App Two ways of using it: 1.) It should use the videoconferencing camera on top of the phone to scan the user, then it should verify the structure and colour of the shirt and give him a recommendation which tie we recommend out of our store. So the app should be linked to a database with descriptions of our ties. If he select on that he likes, he should be able to buy it direct in our shop. 2.) Simular to 1, it should use the camera on top of the phone. But the user should also be able to scan his own tie (white background, which the app cuts of automaticly), which he already has and the system should recommend if it suits or not. To be able to do this, the ties should be scanned and classified by a filter which we define. Or if he is in doubt, he should be able to send the picture be e-mail with the shirt and tie to a virtual consultant, let's call him james. My team and I will then answer it by 24h and give our individual recommendations. On both way's, we would like to have a preview functionality with the selected tie – from the shop or from his scan. Translation English into German will be made by me. We also need a simple and easy acces to upload new ties or delete them if they are out of stock. Order will be completed by delivering the app into iTunes and when all codes are delivered to me.
