I am a Drupal developer with lots of experience in custom modules/theme development. I am very conversant with the Drupal core and contributed modules APIs including that of payment modules. For your requirements I would suggest the payment module (over the pay module) because of its better pluggable and structured architecture: it separates the payment context (the point at which the payment is initiated) from the actual payment process itself making it easy to integrate with. In your situation I would easily create both the context and the payment method controller that would integrate seamlessly with the Merchants Partners payment gateway you are using. Since you already have a working code this will be a simple case of translating your code into a functional module using the Drupal core and the payment module APIs and making amendments where necessary . Implementing an admin configuration page would also not present any significant challenge. All of my works are based on Drupal best practices and standards.
