You must presume that the CPLD Security Fuse has been programmed, therefore bids of $500/5 days are absolute nonsense..... The plan should be: 1) You supply the successful applicant with one JTAG board. 2) You supply the successful applicant with one Test Device e.g. any of the Sat Boxes listed on the USBJTAG site. 3) Applicant analyzes signals between 2135 and CPLD and generates clone code for CPLD. 3) Applicant designs a clone PCB and builds sample. 4) Applicant tries clone code in CPLD while connected to test system. Code revised until it works 100%. 5) Applicant supplies all design files and working sample to Client. Only then should Applicant be paid. This gives you the security of not being "ripped off" for something that does not actually work. My realistic bid for this is $3000
