Flash Banner Animation movie file

I Have an attached/uploaded psd file with all images and layers needed for final flash file complete. Looking for someone to convert and make into flash file for simple banner on web site in swf format. Please review the attached file. This is what I'm looking for. Need “FREE” to flash red, then “Sandwich”, then “Give-away”…while that is happening the lights are to chase in a tailing effect clockwise nonstop and NEVER turn off…meanwhile, when all 3 words “Free Sandwich Give-away” are lighted up in red, the should all flash 3 times off, on-off, on-off, on-off…then reset and go in sequential order and loop as it does when initially loaded. Please supply 1st revision within 4 hours of awarded project. There will be a total of 3-4 total revisions to modify timing of action. Please be professional and fast, and please clearly understand the timing of what is requested. Please have substantial qualified experience with flash so that a smooth crisp looking flash file is created.
