Dedicated Mobilsite with an app feeling to it. - not responsiv site at all - rather a old school mobile site with a dedicated design for mobile interfaces, but in a nice and app feel design 1 header, 4 buttons (1 for each of the customers services), 2 boxes in the footer each button leads to a subpage with the same design and text content customer will supply logo and text for each page redirect should be made via .htaccess or javascript - what suites you best. The site will be build in hardcode html5 with css.
