One time SEO for sites

Need SEO for my site... site is already in page 3-4 for keywords: thai lottery, thai lotto, thailand lottery. I need this bring back to Top 5. This need to turn within a short time and with white hat SEO techniques. Freelancer have to have some experience and review... I will pay at the end of the project... once site come to top page i will pay 50% and once it bring top 5 i will pay remaining.... So please fixed price no monthly.. you can calculate monthly but i will pay @ end of the project as described.
