SEO Expert needed to improve sitte, backlinks, page rank, traffic and sales

We require an SEO Expert to go through our website and complete the following: 1) Correct meta tags and titles as needed for each page (following Google recommendations) 2) Research best keywords for us based on business, competition and location 3) Edit website content to include keywords and more content 4) Create genuine backlinks to other web sites within our industry 5) Submit our website to as many major directories as possible 6) Promote our blog and social networks including Facebook, Twitter, LinkedIn, Pinterest and Instagram 7) Increase traffic and leads 8) Increase sales The purpose of this project is to get us better rankings, more traffic and more sales. We want to be the best we can be like anyone else. We are not looking for amateur freelancers and we do not have tons of money to spend. We are a small company with a budget. We will not exceed this budget. We will not provide payment until the work is done and results are visibly shown. We have worked with companies before with little or no results.
