Android real time license plate recognition app. - Repost - open to bidding

Hi Guys, I'm looking to have a something similar to "matrix pocket" android app. Basically it's an android real time automatic licence plate recognition application. The application would automatically detect a plate a check if it's listed in the database of expired plate number. If it's there, a picture and the gps location would be logged and the phone user would be notified by an alert. It would need to work with Canadian plates (Same as USA plates). I will have master resell right on the app. Look at the attached file. It's a demo of something similar I would like to get.. Should be simple as there already a couple of apps similar to what I want already developed. Here's a video example of what I'm looking for...but would need to work with Canadian plate number.
