Android wrapper with Webview and in-app payment for mobile web games

I m looking for someone to create an Android launcher to show our xhtml/html5 website/webview games inside a native wrapper (create a native app that renders a webview control, so basically a browser without the chrome). Purchases for items must be managed via googles in app billing. In addition there must be some kind of managable advertising screen, which is shown before the app starts. User can here either press "skip" or get linked to another product. Ad screen and link to product need to be exchanged on the fly in live time on a server. So to sum it up: 1.
