The increment in Y-direction is not fixed, this was a typo error. Both values of X and Y of new pair of points are randomly chosen (say between 10 and 20 units). The polygon must be oriented horizontally using the vector direction of latest two added points. Thus, the polygon is draw in such way that the last two points added are always centered vertical and horizontally in screen.
