iphone or android app to that sends url from address book

I need someone who can make an app for android and or iphone. the app needs to following. it should give access to the phone's phone book. and let the user browse his contacts when the contact is selected, the app should generate a url like http://xxx..dfkjl.mak_calltoaaaaaaa where aaa is the phone number selected. the phone number should be stripped from - ( spaces etc. the url should be parsed to a web page. there is 1 settings page, where an extension number, a p i n and a pre number digit should be entered.
