Web Application With Backend Project

We are looking to develop a web application with a backend managment system which will control console applications to create phone calls between two clients. Our application will require a web side and backend side. Users will input information on web side which will initiate console applications (skype and SIP phone client) connecting to create a phone call between them using console commands. Phone and audio software is ready and available we just need implementation for this system. The backend will essentially create calls, manage, monitor, log and hangup. This will be a Windows Based Application. More information is available as requested.
