Submit SMS text messages to gateway via HTTP post

We have a CRM application developed in classic ASP and now we need to integrate an application into the backend for submitting SMS text messages to a gateway via HTTP post. APIs are supplied by the gateway in 5 different programming languages to help with the integration. Each batch of messages must be sent simultaneously. Each HTTP post can have 10 mobile numbers in it. We may have up to 200 messages to send at a time so for 200 messages the application will have to send 20 HTTP posts simultaneously. The application will need to take a number of paramaters from the classic ASP such as; username, password, an array of IDs, the content for the sms message, an originator id, request delivery receipt yes/no, user reference, validity period and a couple more. Then it will need to look up the IDs in a database, retrieve their corresponding mobile numbers, split the mobile numbers into batches of 10, send all of the messages simultaneously via HTTP post and save a record of each sent message in the database. We also need an application that will retrieve delivery receipts and save in the database. This can be done by 1. making a HTTP request at certain intervals to the gateway server or 2. set up a Callback URL so that the gateway server can make a HTTP request to our server. The gateway supplies APIs in 5 different programming languages to help with the integration.
