Web Services Client builder

Hello, I need an application that allows a person to easily create a web based PHP or ASP.NET client interface for connecting to a web service and inputing data and retrieving the output. For instance, [login to view URL] offers web services that you can subscribe to, but unless you know programming this can be very hard to do. So, I would like a desktop application preferably written in JAVA that allows the user to paste the wsdl url into a textbox and the application would detect the inputs and outputs of the WSDL and then the user could easily drag and drop in a GUI environment the controls needed to input and also the same for the output. For instance, if a weather web service accept an input of zipcode and has an output of weather_report, the app would allow you to drag easily drag and drop a form for submitting the zipcode and then drag the output onto the screen for display as well. Then of course the page could be beautified with css, html, whatever..., but you won't have to worry about that. The main thing is that it allows an easy way to build client interfaces for web services. The app should allow you to set the root of your web server and then create the final product as a php or .net page in that root and allow you to preview it. I hope I have been clear enough.
