online video editor

i need a program that will allow clients to view their event video online. while viewing their raw footage i need the program to let them make the decisions on what video makes the final edit and what does not. the video needs to be viewed by the time code on the video they are viewing. after they make the decision on what is needed i need to be able to get an edit decison list by the numbers from the time code. i can explain more details if interested. dano ## Deliverables Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
