Overview: Local newspaper with 3 issues a week (and plans to go daily this year) wants to take all of their content online. Will include partial free access to current editorial content and paid subscriptions to access all content. Free archives of editorial content. Searchable classifieds. Full user/subscription management. PROJECT OUTLINE: 3 Levels of Service: 1. Free access to the home page for all site visitors. Staff will mark a few articles from every issue to appear on the home page with links to each of these articles (100% free, not even registration required to view). All other content including sections (sports, entertainment, opinions, etc) will list article headlines only. 2. Free Registration and login will allow viewing of not only headlines, but also first paragraphs of each article for every section. Also provides access to online polls (voting), forums, School Section (all content), and classifieds. Finally, free registration grants users full access to all archived articles (either beginning with previous issue or previous week, TBD). 3. Paid Subscribers (13, 26, and 52 week terms--nonrefundable) will gain full access to current stories (current Issue) in addition to content provided by free registration. Print edition subscribers will automatically be given online subscription (so we'll integrate existing print subscriber database with online database and provide end-user interface for activating an online account). However, users can subscribe online and not to the print edition. Online forms/cc processing for both print+web or web-only subscriptions. All content will be posted by newspaper staff by copying/pasting articles from Quark Xpress (desktop publishing app) into the Content Management System (CMS). Priority option will designate placement of article on page... ...More detail in attached doc. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform We will provide graphic design and template design for the site. Programmer will provide all scripting and database design work for the backend. We lease a managed server running win2003 server and iis 6.0. Require a PHP 5/mysql 5 solution that will run on windows and MacOS. This is a public web site, so would like cross-platform useability.
