database software to be used on the web

I need a database to work on the web. A company server will be hosting it. I dont have any particular server in mind as yet. each visitor to the site will have a User ID and a password and will be able to upload information on there section which could include jpg file. the data base will contail about 15 searchable [login to view URL] has no limit to the amont of users at any particular time. a few more minor details I will discuss in the future with the programmer who can accumplish this task thank you the site will have a browser web interface I just need someone who knows what they are doing, so I will not have any problem in the future..here is alittle more on the database. need a map to be intergrated into the database. so indivisual can search my distance. this would work by intering a zip code in the USA..dont need a graphic map, just the Number in mile..by zip code need a chat [login to view URL] when user sign in they can talk with each other.(users have the have the ability to be visible or invisible to others)) after regisitration to the data base. user have to go to their email to get a temperary past word to get in.. to prevent over load by spam.. only one user per-outside email address.. admin, that me,, need total comtrol material thatt is posted..so I need it to be able to be edited easily.. user can leave message to other members on the database by an email. need a ((3))) letter or number verification system to prevent spam...random generated.. need a simple web interface. possible one or two pages..this is mostly a bata base not a website..
