Customized Content Management System for Non-Profit Organization

Background: The Tennessee Educational Technology Association (TETA) is a non-profit state-wide organization devoted to supporting those who are responsible for implementing educational technology in K-12 schools within Tennessee. The TETA membership is comprised of school district IT personnel, such as technology coordinators and technicians, and corporate vendors. TETA has chapters corresponding to the east, middle, and west geographical regions of the state: ETETA, MTETA, and WTETA. TETA's current website is located at [[login to view URL]][1]. We wish to have a new website that will provide a front-end to a membership database and make it easy for representatives from each regional chapter to post articles and update pages without needing an HTML editor. Site Specs: We are looking for a content management system. See the attached zipped file for more information. The included document describes the different site functions the organization anticipates needing. The database schema is included only as a suggestion. The organization is equally open to the options of creating a completely customized site or using an existing open-source CMS, such as phpWebSite, as a base, upon which the developer could provide the custom modules to fulfill the needs of the TETA organization that the CMS does not supply. If the latter option is chosen, care must be taken so that the look, feel, and navigation of the site is user-friendly, while still providing a distinctive look for the organization. No decision will be made until the executive TETA board has a chance to review proposals at an upcoming meeting in Nashville on October 19 & 20. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Host server will be a Windows 2000 Server running IIS. When submitting a proposal, please include your plan for creating the site. Also specify any components (and cost of components) that will need to be installed on the host server. You are welcome to include a suggested mock-up of the home page for the site, but are not required to do so. All code should be commented well. Code should also be well-tested so that extensive revisions are not necessary. The organization's preference is for the developer to maintain a working sample website and release a single section or module of the site at a time for feedback. A 10% bonus will be awarded to the selected coder six months after the completion of the job provided he or she is able to provide prompt support as questions or bug-fixes arise relating to the site.
