197739 Horseracing Database & Website

Project is to build a (horse)racing "form" database (MySQL/PHP) with front end dynamic HTML pages. Additionally, I want to be able to print out the horse's form (past performances), in PDF format. The DB must be nice and clean (ie. good coding) and the front-end HTML must have easy admin features to input the data (eg. horse name, horse number, jockeys etc.). This data is already freely available in HTML on the 'net, so some kind of "data-scraping" technique would be perfect. The front-end will include a race-card for each race (there are normally 6-8 races per track and at least two tracks/meetings per day). After the race there should be an admin feature where I can enter the finishing position for each horse, distances beaten, comments on running etc. and this "result" then needs to be stored in the database as "form" (ie. past performances). Obviously, a knowledge of horseracing would be a huge help, but not a pre-requisite. Designer will have lots of artisitc license for front-end (eg. colour, theme, flash effects etc.). I have an SMF forum, so some kind of theme integration with that would be nice. Or the whole thing can be hooked up with PhpBB3 or any CMS system. The first prototype will be in English, but I want it in French too - it's not a big deal, as this will mainly be changing some words on the front page. Eg, "Owner" > "Proprietaire" etc. Examples of website functionality, racecards, results and form enclosed, with explanations. NOTE: please don't under-estimate the finish time to try and win the contract, as I am prepared to wait for a decent end result. However, if you say "finished in three weeks", I expect to see something in THREE weeks!
