I need a video conversion tool that can take a predefined Mpeg2 video (720*480) file and convert it to a smaller (352*288) mpeg4 or flash file so that it is playable on a website, pda or other device. (size to be determined later)
Process:
1. Converter launched - it reads a text file to find the path of the original video file. ([[login to view URL]][1])
2. It uses preset settings for conversion size, format, etc.
3. It automatically begins converting the video
4. It saves new video as [login to view URL] or [login to view URL] then closes.
That's all. no real user interface is needed. A simple text file can be used to define all the necessary settings, and they can remain constant until changed. This utility will be just a small part of a larger program that creates DVD Video slideshows.
Requirements:
-Must be completely simple as described above.
-must produce a quality finished video
-must be fast & with good compression. Average Mpeg 2 will be 100 - 200MB. (some may be slightly larger)
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

WinXP, and Vista compatible. Video must be web compatible.
