299828 Web Based NET SEND COMMAND

I am wanting to develop a website that subscribers can become member of for a small fee. The will use the site for purposes of marketing using the Net Send Command. I am not looking for a client based installation but rather a script (PHP) that is run from my server, not the desktop. This would allow anyone with website access to use the net send system regardless of their OS. So even someone using WIN95 or MAC will be able to log into my site, setup an account then choose a range of IP addresses, enter their message and send their IP Message from my server. This is just a general concept, more ideas will follow, please advise me of your ideas in PMB. The successful bidder must agree to the following terms. 1) I/My Company will retain full copyright ownership of the code and website that you develop. This will include any and all rebranding that I do and I have full Master Resale rights and the right to issue Master Resale rights. I need the right to treat this development as if I was the person who coded it. You will relinquish any and ALL claim to this product upon completion. 2) I will contract you on a ESCROW bases ONLY! (No exceptions). If you do not accept 100% to be paid in full only on completion, then don't bid. 3) I will need the complete unencrypted code with all installation instructions delivered to me in a well documented fashion. Basic PROJECT REQUIREMENTS AND DETAILS 1) USER sign up, PAY PAL, 2CHECKOUT, multiple USER levels, basic, advanced and pro. (I will give the details of each later) 2) System must maintain a database for each User such as their favourite IP address ranges and favourite IP addresses, keep a log of successful messages delivered and failed, running total of number of messages delivered, Messages. 3) System must allow user to set up scheduled and recurring IP messaging runs (In other words, users can schedule multiple future messages to be sent to specific IP ranges without the user being logged into the server. On completion of a scheduled messaging session, A report/log is to be generated confirming the number of IP messages sent via email to the user detailing number of successes and number of fails along with a copy the message that was sent for a particular run, this is to be automated. 4) The user should be able to create, edit and save multiple messages and corresponding IP ranges. The User must be able to Schedule these messages for future delivery on a recurring bases. They should also be able to save favourite IP ranges (based on delivery success) and have a detailed analysis of successful delivery IP addresses for future use. I am looking for a talented programmer to get me to atleast the level of function as sketched above.. I will also want you to be available for phase II within a month of the successful debugging of phase I. You must provide support for 90 days or until the script is 100% bugfree.
