Creation of database and a front end website to access. Need to have the ability to create charts on demand from database, and apply filters to narrow down to relevant data to produce data to supplied query-outlines. Up to 300 users must be able to access data simultaneously over the web. Must allow for *easy to update tables *charts (similar to stock charts, time-series analysis, pie charts) *authentication *new users to create login information after successful cc or bank routing purchase *ability to lock out multiple instances of same user (to prevent sharing of login)

I propose to make it to you in java+postgresql (recommended if you plan heavy concurrence) or java+mysql (recommended if you want it earlier and easy of maintenance). I could do it for you in web 2.0 using Google Web Toolkit (that's why in java as it permits easy serialization of browser to the server and the other way around with ease). The website using that technology looks very professional, is written faster and is by form more maintainable than dirty javascript. I am likely to finish earlier than my bid time but i like to have a margin so don't like to give false promises. Let me know if you are interested in my proposition.
