Basically, I'm trying to create a (non-commercial) member's website, which works as a mailing list and a web forum together, so a user can send an email to the list, and that will appear on a forum; or people can post a message on the forum part, and that will get sent as an email to everyone who wants it sending to them. Sort of like Yahoo! Groups (which I'm using right now), but better :). Anyone without a membership should not be able to access any of the pages (I can set protected URLs, but I only want 1 login box, not 2)
My webserver is a (hosted), shared, Linux Apache machine, and has Perl, CGI & PHP support (although I'd prefer PHP to be used), and also has a 150Mb MySQL database (which I'd like to be used as the backend for storing member login info & messages). Currently there are ~200 members.
Required features:- Web forum, email list (linked), member login/logout/registration/deregistration features, **customisability** (ie. an easy way for background images, colours, etc. to be changed - perhaps CSS).
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
4) Currently-existing MySQL database fully set up to work with the server-side program (pre-population with data not necessary).
## Platform
Hosted environment:- Shared Linux Apache server with PHP, cgi-bin, Perl.
Client environment:- Should work in as many browsers as practicible - but AT LEAST Internet Explorer & FireFox (latest versions).
